How I can make my image ( a mustard /eater) look like this?

This turns out to be a really hard question to answer, and the solution is much more involved then what I expected (or hoped for). So, I am answering it in depth here.
To answer the “specific” question, you will have to start with the Reshaping tool (also called the Rasterize tool). This tool allows you to change the resolution of individual pixels. In your case, you want to lower the resolution to fit the pixel size of your original image. (And you can choose to keep the color information).
This is done by selecting the Reshape tool, choosing the resize box, and clicking the Constrain to pixels button.
Then, you’ll notice that some of the colors of your image are not changing to your new color scheme, that’s because the color information in the original image is also lost.
In order to get the colors back, I have to first select a Color Look Up Table, and then I have to change it to an Output Color Look up Table. When you do this, Photoshop will now be able to recreate the colors of the original image. It will not be perfect, but it will be pretty good.
Next, I went back to the Rasterize tool, and clicked the Remove Pixels button. This will convert your image back to a grayscale image (just like the image you sent to me in the post) so that Photoshop can begin rebuilding the image in the best way it can.
After that, I went to the Layers panel and highlighted the layer that contains the original image. Then, I clicked the mask button and used the Magic Wand to create a new mask. I then deleted the layer, and added a new RGB layer with a linear color ramp, which is the color ramp that is applied to the grayscale image. Then, I selected the new layer, and applied the Reshape tool to it.
At this point, you will notice that your image is no longer accurate, so you might want to select the Move tool, select the original image layer, and move it up to your new layer. Now, go to the Layers panel and click the mask button to edit the mask on the layer. Now you can place it in a new location, or move it to the exact location you want it to be.
When you’re satisfied with your image, delete
